I've had several dogs. 2 of them use to try to bury bones by trying to push "carpet" on them. So yes.. with water. It's an innate behavior of dogs to either bury either food or something with a bad odor. Dogs anal glands have fishy smell secretions which secrete every time they defecate. So maybe he was trying to bury the "fishy smell". Either way to think that he somehow knew that fish requires water to breathe is cute but a bit absurd.
